Indonesia’s Health Ministry Embarks on Organizational Transformation

The Ministry of Health, Republic of Indonesia (Kemenkes) embarked on a strategic move by designing the Change Agent Program, an initiative that aims to strengthen organizational transformation through work culture across the ministry’s units. The program includes a series of workshops, development of change initiatives, implementation, and impact measurement. By involving Leaders of Change (LoC) and Agents of Change (AoC) from various levels, the activities are designed to create transformative leaders who are able to drive change in their organizations.

Organized by the State Civil Apparatus Competency Development Center (PPKASN), this program is part of the Ministry of Health’s efforts to address the need for strategic leadership in the midst of global change.

Ministry of Health Starts Transformative Movement

The Ministry of Health is initiating a program with an integrated approach. Through a variety of customized training materials, the Kemenkes supports each participant to understand, design, and implement change initiatives. Three key takeaways include:

  1. Outcome-Based Project: Participants learn how to design outcome-based success indicators, measure the impact of change, and compile a comprehensive impact report.
  2. Change Management Framework: This workshop equips participants with a 6-Step Execution Model-based initiative execution framework, including identifying systemic challenges and finding innovative solutions.
  3. Proposal and Report Development: Participants were provided with guidance to develop change initiative proposals as well as data and impact-based implementation reports.

The program presented a number of expert speakers, namely, Ivan Ahda, CEO of Maxima Impact Consulting, who shared his experience in implementing Purpose-driven Leadership strategies in various organizations. With a track record of more than 15 years, Ivan provided practical insights to help participants align the vision of change with organizational goals. On the other side, Salman Noersiwan, a strategic communication expert, guided participants in understanding how to measure and communicate the impact of change initiatives through effective reports.

The Foundation of the Ministry of Health’s Transformation

In the midst of complex challenges, the Ministry of Health sees the importance of preparing leaders at every level to lead integrated change. The Change Agent Program aims to overcome the challenge of implementing initiatives that have been individualized and not systemic. With an outcome-based approach, the program is expected to create a more productive, measurable, and sustainable work culture change.

With more than 945 champions spread across various Ministry of Health work units, the program also supports the improvement of the Organizational Health Index (OHI) through strategic work culture transformation.
